The rule-properties container is a top-level config.txt file entry used by behavior-template assets.

The rule-properties container is a list of rule configuration subcontainers with no standalone tags. Each subcontainer defines a single rule instance within the template.
The behavior-template asset type is created and edited in Surveyor, via the rules list on the "Edit Session" dialog. This container should not be modified by hand.
