VE91: The dependency <kuid> has an invalid KUID User ID and cannot be used

The User ID in the kuid is not recognised as a valid ID by the DLS. The user registration might have been removed, the User ID portion of the kuid might be corrupted, or the User ID portion of the kuid might be a fabricated number.

The error often occurs with routes that reference assets sourced from third-party sites, and often ccurs in conjunction with warnings about other dependencies.

For example:

- <kuid:610762:2110171> VE91: The dependency <kuid:869154:978> has an invalid KUID User ID and cannot be used

Route <kuid:610762:2110171> has been uploaded to the DLS with a reference to asset <kuid:869154:978> but there is no current user registration for the ID 869154.
