Running number number specified at character index index is already in use.

The running number included in the specification has already been provided in an earlier specification.

For instance, the container

vehicle-running-numbers
{
  running-numbers                       "86200-86262,86212"
}

created the error

- VE141: Running number '86212' specified at character index 12 is already in use.

because 86212 is already included in the range from 86200 to 86262.

The tag must be adjusted to ensure that no numbers are included more than once.

The index is the zero-based character position in the tag value at which the parser detected the error.
