OPTIONAL SOFTWARE) nDo2 is a Photoshop plugin that makes creating normal (or bump) maps for your models a breeze.

While both nDo2/Crazy Bump are useful apps, would not be more appropriate, in this instance, to use a lower polygon count for the top level LOD after generating the required normal map from a high detail mesh,as in this Blender example

Or the many examples for 3ds Max (and other 3D packages) available on the interwebs.
