This template forms a link to a Help Namespace page

It's coded: [[Help:{{{1}}}|{{{2|{{{1}}}}}}]] with the pretty-print option of specifying {{{2}}} or having the page default to displaying only {{{1}}} (without the 'Help:' prefix—it's prime purpose), so aiding in sentence construction.
