Attachment point attachment-point-name referenced by tag tag-name in container-name was not found.

The message text may be misleading, as it seems to be a copy of VE18. The correct description for cases where the error has actually occurred would be:

Queue gueue-name referenced by tag tag-name in container-name was not found.

For example:

- VE21: Attachment point 'singleload' referenced by tag '1' in 'queues/prod0/conflicts-with-queues' was not found.

In this case the tag '1' is a user-defined tag in a 'conflicts-with-queues' subcontainer. The value for this tag should be one of the user-defined queue names included in the 'queues' container, but could not be found. The queue name might be misspelled and needs to be corrected, or the queue might be missing and needs to be added, or the queue does not exist and the tag should be deleted. An additional possible reason is that the queue name is the name of the queue that contains the 'conflicts-with-queues' subcontainer, as this self-reference is illegal.
